The education, foreign and trade ministries will seek a total of 2.7 billion yen ($31.7 million) in next year's budget to promote animation, manga, food and other "Cool Japan" culture products abroad. While their proposals will essentially compete for the same portion of the budget, the three ministries will seek a division of roles to put their own strengths to good use, according to Masaharu Nakagawa, senior vice minister for education. Each ministry will make budget requests under the framework of "special reserves for revitalizing Japan," a feature of the Kan administration in compiling the 2011 budget. Proposals for using the reserves will be judged on their merit on forums accessible to the public.
